The archbishop of Manila recognized the need for farmers and rural people of the Philippines to be able to celebrate mass on Sundays or holidays when they go to the city for their weekly shopping. The Cardinal therefore gave permission to celebrate in the commercial centres as long as the Eucharists are held in proper places set aside for them and as long as attendants are properly dressed.
